Civil Service state laws help assure that law enforcement officers are recruited through open competition, hired and promoted on the basis of merit, and are demoted, suspended, removed from office, or discharged only for cause.

Members shall meet the qualifications prescribed by state law and shall be appointed for a six-year term. A Civil Service Commission is established, consisting of three members who are appointed by the Mayor and confirmed by the City Council.
